(1) The relief of sickness and the preservation of health of persons residing permanently or temporarily in Hayling Island and the surrounding area, hereinafter known as the area of benefit, not without prejudice to the generality of the foregoing by responding to cardio-vascular emergencies as directed by an appropriate ambulance service.
