THIS SERVICE IS OF PARTICULAR HELP FOR PEOPLE WHO BECAUSE OF AGE, DISABILITY, SICKNESS OR POVERTY NEED SUCH ASSISTANCE, AND FOR WHICH THERE IS A LACK OF ADEQUATE AND SAFE PUBLIC SERVICES.
