(1) The construction of a working, close replica of the narrow gauge steam locomotive GOWRIE, the original of which was built in 1908 by the Hunslet Engine Co. of Leeds (works number 979) for the North Wales Narrow Gauge Railway to Fairlie's Patent Design. Modifications to the original design shall be limited to those necessary to comply with appropriate legislation in force at the time
