To help and educate children between the ages of nine and eighteen years through their leisure time activities so as to develop their physical, mental and spiritual capabilities so that they may grow to full maturity as adults and members of the community and that their conditions of life may be improved employing the traditions and practices of the Royal Navy and Royal Marines to achieve this.
