NewSPAL was established to take over from Surrey County Council its collection of hire, loan and reference materials relating to the performing arts and to establish a new independent specialist library and lending service in the charity sector based in Surrey. The new service started operations in August 2022 from premises located within Ewell Library (Bourne Hall, Epsom, Surrey).
