To promote, maintain, improve, encourage and provide public education in the arts including the artsof drama, music, singing, dance, painting, sculpture, literature, cinematography and handicrafts.To provide facilities in the interest of social welfare for the recreation and leisure time occupation ofthe public with particular regard to Torrington and its surrounding district.
