To provide clothing and ancillary assistance to needy children of families resident in the area covered by the former Scarborough Divisional Executive and normally attending publicly maintained schools in the said area.Such assistance shall terminate at the end of the year in which children attain their 18th birthday or when the familiy circumstances are deemed to no longer warrant assistance.
